Donald Hemphill, P.E., is a civil engineer with nearly 30 years of experience in land development and infrastructure projects. Donald is a licensed Professional Engineer in multiple states and holds a B.S. in Civil Engineering from the University of Iowa. Donald has secured entitlements, permit approvals, developer agreements, construction contracts, and has participated in dispute resolution and analysis of construction defects.
Donald’s focus over the course of his career has been on the planning, design, and construction of site plan and subdivision developments. His expertise includes grading and earthwork, embankments, erosion control measures, flooding and storm water runoff, retention and detention ponds, , excavation and pipe installation, water and sewer facilities, roadways and parking lots, walkways and bicycle facilities.
Donald is a member of the National Society of Professional Engineers (NSPE), the American Society of Civil Engineers (ASCE) - Texas Section-Dallas Branch, and the Utility Engineering and Surveying Institute (UESI).
