Hung K. Cheung, MD, MPH, FACOEM, is the President of Cogency Solutions. in Baltimore, Maryland. Dr. Cheung is a graduate of Loyola College in Baltimore and received his Medical degree from University of Maryland Medical School. His first residency and board certification was in Internal Medicine from University of Maryland Hospital. He later received his Master’s in Public Health degree from Johns Hopkins University in Environmental Science. He returned for further Postgraduate training (and received his second board certification) in Occupational Medicine from Thomas Jefferson University in Philadelphia. After completing his first medical residency, he worked in the Emergency Department setting (full time and part time) for eight years. For the last fifteen years, since beginning his training at Johns Hopkins, Dr. Cheung has been working full time in Occupational and Environmental Medicine. He has also achieved fellowship status in the American College of Occupational and Environmental Medicine (ACOEM) Society, one of the highest distinctions of achievement in ACOEM.
In June 2000, he served as the State Medical Director for the State of Maryland agencies and State employees. He has worked closely with the State of Maryland (and local municipalities and many large corporations) in building a safe, healthful and productive workplace. Dr. Cheung’s subspecialties are Respiratory Environmental Medicine, Indoor Environmental Quality investigations, Risk communication and Medical Advisory services. He has worked well and collaboratively with management, employees, unions and other stakeholders. He has extensive experience working on issues of Indoor Environmental Quality on matters related to molds, microbial, chemical and other contaminant exposures in commercial buildings, manufacturing plants, schools, and various public and residential facilities. His philosophy is a preventive medicine approach, i.e., to design, educate and prevent occurrence or reoccurrence of exposures, injuries and illnesses by determining the root cause(s) of environmental diseases, injuries or accidents and developing a plan of action for resolving the problem. For Environmental Health issues in particular, he believes that there is good science, junk science and those who stretch scientific evidence and/ or scientific techniques. He and his colleagues have expertise in a wide range of Environmental and Occupational health issues including matters related to:
• Legionella, Legionnaires' outbreak investigations
• Asbestos, lead, Benzene
• Various chemical agents/ other solvents,
• Mercury/ Heavy Metals,
• Metal washing fluids,
• Smoke inhalation injuries/ particulate air pollution ,
• Mold/ indoor air quality/ Chinese drywall investigations,
• Innate immunity/ infectious agents,
• Outbreak investigations/ Legionella
• Cancer cluster analysis/ studies,
• Epidemiology and research methods,
• Physical or mental impairments, and
• Validity of the scientific methodologies or admissibility issues.
Dr. Cheung and his colleagues have served as scientific experts in many administrative and legal proceedings, and routinely testifies to State Legislators. Notably, Dr. Cheung was on the Maryland Governor’s Task Force on Indoor Air Quality. The Task Force met for ten months reviewing the latest literature, data, testimonies of experts and patients, best practices, etc and generated a set of recommendations to the Governor and the State Legislature on July 1st, 2002.
Dr. Cheung previously served on the Baltimore City Healthy Homes Advisory Board and is currently a participant in the Greater Baltimore Asthma Alliance, having been invited by the Health Commissioner of Baltimore City. Dr. Cheung is a faculty member of the Department of Environmental Health Science at The Johns Hopkins Bloomberg School of Hygiene and Public Health. He has clinical privileges at Mercy Medical Center in Baltimore, Maryland, and at a Department of Defense (DOD) agency’s Medical department. He evaluates and treats patients at both Mercy Medical Center and the DOD agency’s Medical Center. Recently, he was also the principle investigator of a large peer reviewed multi-facility DOD epidemiology research where over 7 thousand occupants participated from over 350 study areas. He was also appointed to the ACOEM panel for the creation of the ACOEM evidence-based respiratory medicine evaluation and treatment guidelines to be published in the coming year.
