Dr. Schwartzberg has devoted 40 years to his career in special and general education. Beginning in NY as a teacher of students with learning disabilities and behavioral challenges he soon began to assume positions in the field of special and general education with increasing levels of responsibilities in both California and NY. Dr. Schwartzberg's duties included developing and administering special education programs for students with a wide range of disabilities, with a particular emphasis on matters concerning student safety. Dr. Schwartzberg has extensive experience testifying regarding matters involving standards of care and safety for students with disabilities. Dr. Schwartzberg has extensive experience testifying in both state and federal court on matters concerning the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973 and the Individuals with Disabities Education Act (I.D.E.A.), as well as the safe and proper operation of educational programs.
