Paul LaRosa is an accomplished law enforcement professional who testified on many occasions in US District Court and within the South Carolina Judicial System in the areas of threat assessment, crime analysis and violent behavior during his 28-year tenure with the South Carolina Law Enforcement Division (SLED). As an expert witness in the civilian arena, Mr. LaRosa has testified in negligent security/premises liability, sexual assault allegation and crime scene reconstruction matters. With his intimate knowledge of these subjects, Mr. LaRosa has provided training and guidance to government agencies in South Carolina including judges, elected officials, and the Department of Education. He has led and assisted in the investigation of some of South Carolina’s highest-profile criminal cases involving homicide, mass shootings, and threats against public officials. Professionally, Mr. LaRosa is highly regarded with his unique law enforcement blend as a practitioner, tactical operator, investigator, supervisor, and testifying expert.
Mr. LaRosa was selected, trained and certified as a criminal investigative analyst (colloquially known as a criminal profiler) in conjunction with the Federal Bureau of Investigation’s (FBI) Behavioral Analysis Unit in Virginia, where he benefited from extensive training in all areas of criminal behavior and threat assessment. The majority of Mr. LaRosa’s career was spent with SLED’s Behavioral Science Unit (BSU) where he specialized in violent crimes including homicides, stalking, sexual assault and other sexually motivated crimes, threat assessment/management, violent risk assessment, and workplace violence. In addition, Mr. LaRosa has provided equivocal death analyses, independent reviews, and has re-examined cold cases and identified investigative failures as well as provided consultations on numerous violent crime cases nationwide.
As a team leader for tactical operations, he supervised perimeter security, served as an emergency medical technician (EMT), and handled hostage negotiations. While a member of SLED’s Special Weapons and Tactics (SWAT) Team, Mr. LaRosa provided site security to numerous dignitaries and assisted US Federal Agencies with high-profile events including US Presidential debates.
Mr. LaRosa is an original member of the Association of Law Enforcement Profilers (ALEP) and is a Full Fellow with the International Criminal Investigative Analysis Fellowship (ICIAF). He was a committee member and contributor to the 2019 published School-Based Behavioral Threat Assessment and Management: Best Practices Guide for South Carolina K-12 Schools. In addition, Mr. LaRosa is a sought-after instructor in all areas of criminal profiling and currently teaches Profiling the Violent Crime Scene in Charlotte, North Carolina.
